The Laboratory is part of the Certification and Controls Area of PROMECO - Special Agency of the Alessandria-Asti Chamber of Commerce. The Company, on the basis of the activity of the Laboratory, was designated by Decree of the Ministry of Economic Development of 19 May 2008, published in the Official Gazette of 16 June 2008, as a Notified Body no. 2081 for water meters. In particular, the designation concerns modules B-EC examination of type F- Declaration of conformity to type based on product verification D- Declaration of conformity to type based on the quality assurance of the production process of the MID directive.

Description of the service

The National Calibration Laboratory for water meters carries out calibrations on new and used meters, was accredited in the National Calibration System in 2004 in accordance with the European standard UNI EN ISO/IEC 17025 on laboratories and obtained the last renewal of accreditation in 2016.

The Laboratory also carries out periodic checks on water meters in the flow rate range 3-31250 L/h, following the extension of accreditation and recognition by Unioncamere which has assigned the identification number 291.

It provides services to:

• Users/Consumers, for the calibration and periodic verification of meters, as well as for checks on request, in adversarial proceedings, for disputes, in case consumers dispute water bills that are too high;
• Aqueducts, for the verification of new and used meter lots,
• Manufacturers, who require one of the metrological conformity assessment procedures, provided for by the European Directive 2014/32/EU (Legislative Decree 19/05/2014 n°84) B - EC type examination, F - Declaration of conformity to type based on product verification, D - Declaration of conformity to type based on the quality assurance of the production process.
   

Rates

The tariffs for meters subject to litigation, for example, in force from 01 March 2024 are as follows::

Qn is the nominal flow rate of CEE meters, Q3 is the permanent flow rate of MID meters and are used to designate the meter and are shown on the dial. The service consists of: Preliminary investigation, tests, final evaluations, drafting of LAT Certificate or Calibration Report (when it is not possible to issue LAT Certificate).
For the disassembly of the meter and the analysis of the internal components, the additional fee is € 110.00 regardless of the caliber of the instrument.

Time for the realization of the service

The time for carrying out the service, as a rule, is 40 working days.

It should be noted that Ministerial Decree 93 of 21/04/2017 assigns the competence on adversarial controls to the territorial Chamber of Commerce (in which the meters are installed); Therefore, those who wish to have the meter installed at their premises checked can choose one of the two ways:

Send a specific request to the competent Chamber of Commerce which will take charge of the case and manage it independently by contacting a laboratory accredited and recognized by Unioncamere (see: http://metrologialegale.unioncamere.it)
Send the meter to our laboratory (through the Aqueduct Management Body) which will perform the calibration by issuing a special LAT Certificate and performing any other operation useful to establish the compliance or otherwise of the instrument with the regulations as well as to diagnose any causes of malfunction (skipping rollers, abnormal wear conditions, etc.).

Water and heat meters regulations

This section is part of the aims of the ReteAttivaH2Q project, the first measurement chain for volume - flow rate - thermal energy in Italy.

The Special Agency of the Chamber of Commerce of Asti took part in the ReteAttivaH2Q project, whose aim was to create the first measurement chain for the volume - flow rate - thermal energy quantity in Italy, starting from the INRIM Primary Metrology Institute up to some companies manufacturing measuring instruments, through the intermediate laboratory (secondary to INRIM) of the Asti Chamber of Commerce, which acts as a link in the metrological chain.

Among the aims of the project there was also the expansion of the metrological culture, through the dissemination to all interested parties, users and consumers, aqueduct authorities and manufacturers of water and thermal energy meters.

Considering the regulatory changes that have been issued by the Ministry of Economic Development in the last year, especially with Ministerial Decree No. 155/2013, it was decided to do something nice to create a page on the Chamber of Commerce website in which to highlight the regulations in force both of a mandatory and technical nature.

It should be borne in mind that the MID Directive on measuring instruments 2004/22/EC has established a direct connection between the mandatory and technical regulations, referring to the latter for all those aspects not developed by its technical annexes.
